  • Finitude: In stark contrast to the infinite scroll, humane design embraces the concept of finitude. Interfaces should have natural stopping points that give users a sense of completion and satisfaction. This can be achieved with simple design changes, such as replacing infinite feeds with "Load More" buttons or implementing "You're All Caught Up" notifications to prevent mindless, endless scrolling.81

  • Respectful Interaction: Humane technology respects the user's time and attention. This means minimizing unnecessary interruptions. Notifications should be bundled and their urgency should match the importance of the information being conveyed. The system should adapt to the user's context, avoiding interruptions during important moments. Ultimately, users should have full control to customize and disable notifications.81

  • Inclusivity and Accessibility: Ethical design is inherently inclusive. It means designing for a diverse range of human abilities, perspectives, and cultural backgrounds from the very beginning of the process. This involves practices like building diverse design teams, conducting usability testing with a wide range of users, and prioritizing accessibility features, which often end up improving the experience for everyone.44

This creates a predictable revenue stream for the business and, crucially, aligns incentives. The company's goal is no longer to maximize engagement time but to deliver continuous, tangible value that is sufficient to convince the customer to renew their subscription.85 The focus shifts from capturing attention to earning loyalty through quality service.

  • The Freemium Model: A portmanteau of "free" and "premium," this model offers a basic version of a product for free while charging for an upgraded version with more advanced features.84 This allows a product to reach a wide audience and demonstrate its value. The business succeeds if the premium version offers enough utility that a sufficient percentage of users are willing to pay for it. The screen time regulation app One Sec is a prime example, offering basic functionality for free and charging for features like use across multiple apps.84

  • The Digital Health and Wellness Market: The growing public awareness of the harms of digital addiction has created a significant new market opportunity.   • Privacy of Thought: This is perhaps the most fundamental challenge. BCIs work by interpreting neural signals. As the technology advances, it may become possible to infer not just motor intentions but also emotional states, cognitive processes, and even private, unexpressed thoughts.96 This blurs the final frontier of privacy—the boundary of our own consciousness—and raises the terrifying prospect of a world where our minds can be read without our consent.96

  • Autonomy and Agency: Bidirectional BCIs can not only read from the brain but also write to it, using stimulation to influence neural activity.101 This raises profound questions about personal identity, autonomy, and free will. If a person's actions are influenced or controlled by a BCI, who is responsible? To what extent are they still the same person? This technology challenges the very definition of what it means to be an independent agent.94

  • Neuromarketing and Ultimate Manipulation: If the attention economy uses behavioral data to manipulate consumer choice, "neuromarketing" using BCI data represents the endgame of this practice. The ability to directly measure a consumer's neural response to an advertisement or product would provide marketers with a tool for persuasion of unimaginable power, potentially bypassing rational decision-making entirely.103 The idea of using brain scans to "read the minds of consumers" moves from hyperbole to a realistic technological possibility.103

  • Security, Safety, and Inequality: The risks associated with an invasive BCI are immense. A malicious hack could have devastating physical or psychological consequences for the user.98 Furthermore, if this technology becomes a tool for cognitive enhancement, it could create a new and profound form of social inequality, a "neuro-divide" between the enhanced and the unenhanced, exacerbating existing social disparities.102

The societal disruption caused by the attention economy—the mental health crisis, the erosion of civil discourse, the spread of misinformation—was, in large part, a failure of proactive governance. The technology developed and scaled far more rapidly than our collective ability to understand and regulate it. For years, the industry was allowed to self-regulate, and policymakers only began to act after the harms had become deeply entrenched and the platforms had grown into some of the most powerful corporate entities in human history.105 We are now in a reactive mode, attempting to retrofit regulations onto a mature and resistant system, a far more difficult task than shaping a technology during its nascent stages.

Emerging technologies like BCIs and increasingly sophisticated AI offer a chance to learn from this colossal mistake. The potential for these technologies to fundamentally alter the human experience is even greater than that of social media.96 To wait for the harms of widespread BCI adoption to manifest before we begin to consider the ethical and regulatory implications would be to repeat the same error on a much more dangerous scale.

The central lesson of the attention crisis is therefore the urgent need for a paradigm shift in how we approach the governance of new technologies. We must move from a reactive to a proactive model. This means engaging in difficult ethical conversations and developing flexible, principle-based regulatory frameworks now, before these technologies become mass-market products. Instead of waiting to draft specific, narrow rules for each new device or application, we need to establish broad, "evergreen" principles of responsible innovation that can be applied to any future technology. Frameworks like a "Truth in Technology" Act or the codification of principles around privacy, autonomy, and safety can create the guardrails necessary to guide development in a direction that serves human interests, rather than leaving society to clean up the damage after the fact.68


11.3 Concluding Thoughts: The Imperative for Coordinated, Proactive Stewardship


Technology is not a deterministic force with a will of its own. It is a tool, and its impact on the world is a direct reflection of the economic, social, and political choices we make about how to build and deploy it. It has degraded our collective well-being, undermined our institutions, and diminished our capacity for deep thought and genuine connection.
